My answer: <\/span><\/p>\n<p><span style=\"background-color: rgba(0, 0, 0, 0);\"><b>Yes &#8211; if you are prepared to rethink.  <\/b>When the city is no longer seen as the responsibility of the administration alone, but as a joint project.
