The project in brief

The city of Hamburg would like to host the Olympic and Paralympic Games in the Hanseatic city and has its sights set on 2036, 2040 and 2044. But what do the people of Hamburg think about a bid for the Olympics? This question will be answered from November 2025 in 15 participation formats discussed with citizens and stakeholders.

On behalf of the Ministry of the Interior and Sport, we design and moderate the citizens’ dialog on the Olympics. The classic event management is handled by by our partner agency inferno Events from Hamburg.

The motto of citizen participation: Your city. Your voice. Your games. The bid concept will be further developed from December 2025 onwards based on feedback from the city council. In May 2026, the people of Hamburg will vote on the Olympic bid in a referendum.

Task and background

Hamburg’s bid for the Olympic and Paralympic Games is not just a major sporting project, but a social dialog with far-reaching significance for the city. Our task is to shape this process in a communicative and participatory manner – openly, critically, emotionally and inclusively.

With the various participation formats – from the kick-off on November 1, 2025 to the dialog formats for each district – we are involving Hamburg’s population in the decision. Enthusiasm for the Olympics has just as much a place in this as justified criticism and fears on topics such as costs, security or sustainability. We don’t want to drown out these voices, but rather give them space, take them seriously and discuss solutions together. For us, participation means: listening, making visible, integrating into the process.

Central components of public participation are Information and education. Many Hamburg residents still remember the discussions surrounding the failed bid in 2015, but a lot has changed since then: the City of Hamburg’s bid concept and the requirements of the International Olympic Committee ( New Norm”).

Bid for the Olympics: The dramaturgy

  • November 01, 2025: Kick-off event at HafenCity University Hamburg
  • November 2025:
  • December 2025 to May 2026:
  • May 31, 2026: Referendum on Hamburg’s Olympic bid

In addition to Hamburg, Munich, Berlin and the Rhine-Ruhr metropolitan region also want to bid for the Olympic Games. The DOSB will decide which city will win the national race in September 2026. Important criteria: the most convincing concept and the acceptance of the citizens.

Olympia in Hamburg: The central messages

  • Olympia as a festival in the city:
    • Opening ceremony and competitions on the Binnenalster.
    • “Games of short distances”: many sports facilities within walking distance of the Olympic Village.
  • Impetus for future topics and civil society:
    • Push for already planned or ongoing sustainable urban development projects.
    • Expansion of modern, CO2-free mobility for all.
    • “Olympic generation”: young Hamburg residents who grow up with an enthusiasm for exercise and values such as fairness.
  • No new buildings for the Olympics:
    • 87% of the sports facilities already exist or are only being temporarily upgraded.
    • New buildings are designed for long-term use.
  • Hamburg’s Active City strategy as a foundation:
    • “Sport City for All”: More well-being and quality of life for citizens.
    • Promotion of competitive and popular sports.
    • Boost for efficient infrastructure and more sports facilities.
  • Hamburg as the most accessible metropolis in Germany.
  • Climate-neutral to climate-positive games.

Our way of working

The Olympic bid offers Hamburg many opportunities – as a driving force for sustainable urban development, cultural identity and social cohesion. We at Stadtmanufaktur see our role as discussing these opportunities together with the people of this city – credibly, respectfully and with a clear view of the diversity of perspectives.

To make this possible, our concept consists of three formats for participation – each tailored to the target group. We pay attention to accessibility, inclusion and multilingualism at all events.

In addition, we support and advise the Ministry of the Interior and Sport in communication and organization around the participation formats.

Format 1: Kick-off event for everyone

Public participation will start on November 1, 2025 with a kick-off event to which all Hamburg citizens are invited.

  • The concept: an open, all-day format with talks, keynotes, dialog zones and music acts at HafenCity University.
  • The goals:
    • Platform for information, dialog, ideas, criticism and creativity.
    • Answering questions, arousing enthusiasm.

Format 2: Citizens’ dialog per district

We invite you to dialog events in all seven districts of Hamburg.

  • The concept: 3-hour event in the evening with information, keynote speeches and discussion in small groups and in plenary sessions – adapted to the challenges and special features of the district.
  • The goals:
    • Inform and listen.
    • Document needs and concerns.
    • Develop ideas and approaches for the district.

Format 3: Stakeholders in conversation

We also design and moderate seven dialog events for representatives from Hamburg’s business community (gastronomy, retail, etc.) as well as from culture, politics and society.

  • The concept: 3-hour event in the evening with information and dialog to involve relevant stakeholders right from the start.
  • The goals:
    • Present and discuss the concept.
    • Develop solutions for possible challenges.
