Strategies for city centre development
Finding a Vision, Strengthening Identity, Shaping City Centers: We Design a Vision for the Future of City Centres
The challenge
Strong for the Future or Weakened: How Is Your City Doing?
The city centre is the heart of a city. It is the focal point of the city’s identity—it is where the pulse of the times beats. This also means that the attractiveness and functionality of the city centre reflect a city’s sustainability.
But wait! – Today, city centres are often nothing more than shopping districts and have lost their historic role as sources of identity and as venues for democratic processes, as well as for housing, education, culture, social interaction, and communication.
Focusing on retail had long been a promising consensus, but even before the pandemic, this had proven to be an existential weakness: The rapid growth of online retail, suburban mega-malls, changing consumer habits, a lack of successors, and commoditized offerings are threatening many city centres. Is yours one of them?
We provide strategic consulting to help you enhance the multifunctionality of your city centre and create new opportunities for future uses, offerings, target groups, and urban spaces.

Making city centres more attractive means fostering diversity and strengthening their identity
“City centres belong to everyone. With diversity and vitality, they create “Identity—and the Future.”
Thorsten Kausch, Managing Director of Stadtmanufaktur
Our approach
Curating city centre development, harnessing the city’s strengths
The “Genius Loci,” as the DNA of a city, is unique—and it serves as the starting point for our strategic consulting. We don’t develop off-the-shelf downtown strategies; instead, we tailor them specifically to each city’s unique strengths, potential, and resources.
For us, city centre development primarily answers the question: What should happen in the city centre in the future? What functions should it perform? Which Do uses, places, and experiences enhance their relevance and appeal?
To this end, we take an interdisciplinary approach that combines perspectives from urban development, place marketing, retail, hospitality, culture, the real estate industry, and public spaces—with the goal of building on existing strengths to create sustainable developments for your city centre.
Our offer
Agenda for the Future: An Attractive City Centre
We translate the potential of your city centre into a strategy that includes city centre analyses, vision statements, land-use concepts, and actions that provide direction and set the stage for concrete next steps.
To this end, we examine land uses, amenities, the quality of the public space, vacancy rates, foot traffic, target groups, and the potential of the location. We also incorporate local perspectives and take into account funding opportunities such as urban development grants. Based on this, we develop recommendations for the mix of uses and offerings—such as retail, dining, culture, services, housing, community spaces, and public spaces.
The result of our work? A future agenda for your city centre—strategically sound, politically viable, and focused on implementation.

City center development:
Building blocks of our consulting services
Downtown Analysis
We examine how your city centre functions today: What types of uses, offerings, target groups, foot traffic, quality of the public space, vacancy rates, and location potential define the city centre? This creates a solid foundation for strategy, vision, and action plans.
Retail, Food Service, and Product Mix
Retail, restaurants, and farmers’ markets remain key components of vibrant city centres. We analyze structures, locations, target audiences, and gaps in the market offering, and develop recommendations for a sustainable mix of land uses and services.
Vacancies and Usage Concepts
Vacancies signal a need for action—and open up new opportunities. We assess vacancies, key properties, and ground-floor locations within the context of the entire city centre and develop concepts for repurposing and interim uses.
Downtown Profile and Vision
A city centre needs a clear identity: What does the centre stand for, what functions should it serve, and which target groups should it reach? We develop guiding principles, visions, and storytelling to provide direction for policymakers, government officials, and local stakeholders.
Action Plan
The issue of implementation is central to our work and guides our actions: Based on analysis and our vision, we develop measures—for example, to improve the quality of the public space, promote a mix of uses, revitalize vacant properties, support retail, enhance communication, organize events, or develop micro-neighborhoods.
Participation and co-creation
Through participatory formats such as workshops and idea sprints, we incorporate local knowledge and work together to develop viable visions and actions. City centre management is the appropriate next step for the long-term organization, coordination, and oversight of implementation.

Strategies with a future

In Bad Reichenhall, a digital land-use management system is being developed to identify vacant properties and prepare for new uses. We combine location data, engagement with property owners, and community participation into a management tool for city centre development.

Low purchasing power, vacancies and competition in the conurbation: Gelsenkirchen's city center needs transformation. We prepare the feasibility study, involve the urban community and develop an operational roadmap plus city center profile.
Quickborn wants to strengthen its city center and local supply locations in a targeted manner. To this end, we are developing a strong retail and gastronomy concept with a clear settlement and acquisition strategy for five central locations in the town.
